For the navigation and guidance of a starship the knowledge of the motion of the inertial frames with respect to the celestial reference coordinate system of positional astronomy is needed. The relative rotation rate of these systems is presently known within an uncertainty of 0.05 to 0.4 arc seconds per century. In this paper it is shown that the measured circular motions in the outer parts of the galactic plane correspond to a 'bilogarithmic' period curve the slope of which must not supersede the Keplerian limit value 3/2. From this we can conclude that the possible rotation rate appears to be of the order of 0.003 arc seconds per century.
