The design and performance of the Tokyo-INS-Air shower array are described, and an analysis of results from observations of horizontal air showers (HAS) of particles with greater than 1 TeV energies is presented. The apparatus is a 5 m radius array of nine 1 sq m scintillation detectors situated vertically and 23 scintillation counters placed horizontally. A wide-gap spark chamber array of 6 sq m stands in the center. The detectors were operated for 14,000 hr, yielding 84 HAS events. A flattening trend was observed in the spectrum of showers containing more than 20,000-40,000 events. Energy conversion between the primary muon energy and the resulting shower was estimated by the Monte Carlo technique and indicated a peak value in the shower distributions centered near 40 TeV. Additional discussion is given concerning the contribution of direct muon production.
