The observability of an argument of time in dynamic systems is examined with particular attention given to the relative motion of two coupled bodies in an elliptical orbit. It is concluded that the high-precision referencing of measurements in a unified-time system is necessary in problems of the state estimation of autonomous systems. In estimating nonautonomous systems, the time can be determined (locally or globally) according to measurements of parameters functionally related to the state parameters.
