Using a new perturbation technique we compute the variations in orbital elements of a satellite of an oblate primary up to the fourth order in the perturbation parameter. The critical-inclination issue is re-examined, and the simple nature of the corresponding solution illustrated. The paper can serve as a model for dealing with any other perturbation of this kind.
