The numerical values of defining constants, primary constants, and derived constants recommended in the Joint Report of the Working Groups of the IAU Commission 4 on Precession, Planetary Ephemerides, Units and Time Scales are summarized. The Gaussian gravitational constant adopted in 1938 is retained as a fixed and exact value. Primary constants include speed of light, light time for 1 AU, equatorial radius of the earth, dynamical form factor for the earth, geocentric gravitational constant, constant of gravitation, earth/moon mass ratio, general precession in longitude per Julian century, obliquity of the ecliptic at standard epoch J2000, and constant of nutation at standard epoch J2000. Values of derived constants were determined from the defining and primary constant, and are consistent with observed values. They include the number of meters in 1 AU, solar parallax, constant of aberration, flattening factor for the earth, sun/earth mass ratio, and heliocentric gravitational constant. Planetary mass determinations and coefficients of the gravity fields based on available data are given along with the recommended value.
