An ionospheric plasma instability in the auroral electrojet region is discussed which is believed to be responsible for electromagnetic waves with an angular frequency smaller than the collision frequency for ions with neutral particles. The threshold current velocity and oscillation growth rate are found for the realistic physical situation where a nonuniform plasma density and an ionization function are considered. It is found that the plasma density gradient may be neglected in the expressions for threshold current velocity and oscillation growth rate and that the spectral density of fluctuations in plasma density agrees well with the experimental data.
