A scheme for the analysis of the linear stage of plasma instability of the midlatitude F-region in the framework of the nonlocal approach is developed. Attention is given to the generation of electron-density irregularities with longitudinal size comparable to the regular inhomogeneity scales of the ionospheric parameters. Numerical estimates of the growth rate are obtained.
