A novel method of derivation of Mass/Inertia is advanced and its application to Dark Matter dynamics is discussed. It is proved that gravitational mass of any particle is not constant at all distances and that the Machian approach to inertia as that employed in Einstein's General Relativity is incorrect. The new mass-term is used to predict the correct Rotation Curve for the spiral galaxies to an unprecedented accuracy. This approach is shown to be valid in a scale-invariant fashion, so that the theory presented solves a large number of astrophysical problems within the solar to supercluster scales. This theory can be viewed as the first solid step towards a GravitoElcrtoMagnetic (GEM) Field Theory. (This aspect of the theory shall be presented in more depth at a NASA conference in February 1999.)The MACHO team's failure to find the baryoinc candidates to dark matter enforces the urgency of this paradigm shift.
