Models of static, low temperature (T of not greater than 100 K) clouds are described in which the total hydrogen column densities and the H2 rotation population distributions are comparable to those in the cloud towards Zeta Oph but have not attained steady state statistical equilibrium. It is found that the H and H2 data can be used to constrain the strength of the radiation field, but that the cloud density cannot be determined.
