A numerical method based on the finite element method and the Galerkin approximation is used to obtain the nonaxisymmetric modes of tori without constant angular moment. It is found that these unstable modes are driven by the Reynolds stress in incompressible or compressible shear flows. It is shown that the instability is due to surface or sonic waves. As the degree of the shear in an axisymmetric equilibrium state decreases, the work done by the Reynolds stress becomes less effective and a larger amount of the wave energy is needed to excite the unstable mode, causing the growth rates of the unstable modes to decrease.
