3C 454.3 is one of the most active radio quasars. It has a core jet structure on the milliarcsecond scale. The core showed ``super-luminal brightening'' after a large flux density outburst in 1981. VLBI observations at 6 cm using 9 telescopes in Europe, USA and South Africa in October 1983 have confirmed the core-jet structure and a systematic curvature in structure from the milli-arcsecond throught the arcsecond scale. They have also clearly revealed the superluminal expansion of the core between August 1981 and January 1983, expected from the ``superluminal brightening''.
