We present high-resolution Very Large Array observations of the Virgo Cluster spiral galaxy NGC 4654. The galaxy has a very asymmetric H I distribution, with a compressed edge on one side and a long tenuous tail on the other. We argue that, of the two most likely explanations of the asymmetries ram pressure pushing and tidal interaction with NGC 4639 the former matches the observations better. In the scenario we favor, ram pressure causes the head-tail structure not by stripping but by pushing the gas in the plane of the galaxy. The observed asymmetries are a result of the combination of rotation and ram pressure. We suggest that even though NGC 4639 and NGC 4654 are close to each other on the sky and in recession velocity, they are not true companions, and there is no interaction between them. The asymmetric spiral structure within the galaxy is not likely to arise from the ram pressure interaction: it could result from an off-center bar, but our data do not provide a direct test of this possibility.
