Based on an analysis of Newton's proof of the inverse square law of gravitation, the author here generalizes Newton's characterization of the inverse square attraction among all central power attractions to a proof of the following assertion: "Suppose that the apses always repeat in the same direction, but not necessarily always at the same distance, for all orbits of a certain radially symmetric central attraction. Then the central attraction is everywhere inverse square plus perhaps an inverse cube".
