A programmed sky survey with the Arecibo radiotelescope has recently led to the discovery of PSR1855+09, a binary pulsar with a period of 5.32 msec. Details of the scanning techniques employed are described. The parameters of the system are tabulated, including the right ascension and declination, the pulsar and orbital periods, the longitude and time of periastron, the eccentricity and dispersion measure. Time domain polarization observations of the pulsar at 1.4 GHz showed a maximum circular polarization of 10 percent and a 10 percent linear polarization. The position angle swing of the linear polarization is calculated and the results indicate an origin at the magnetic pole of the pulsar, which has only one pole. The high stability of the pulsar signal commends it as a reference signal for detecting the effects of postulated gravity waves.
