High latitude thermospheric winds interact with the ionosphere and magnetosphere are of great interest for space weather research. Over two decades, observations in the northern polar cap latitudes have provided great deal information of about the thermosphere dynamics. One draw back of the past observations is the lack of the daytime observation because Fabry-Perot interferometers (FPI) are mostly for the nighttime observations. Satellite observations have formed much what we know about the polar cap convection; but satellite observation cannot provide fast thermosphere variations due to changes in the ion drift. Recently funded NASA balloon borne FPI can provide the much needed daytime and summer observations of the thermospheric wind over the polar cap. We will present this new balloon-borne FPI instrument and observational schedule.
