The examination of a wide class of scalar-tensor theories is employed to develop a modified Brans-Dicke theory (BDT) that permits the prediction of theoretical and observational tests and thereby verify relativistic gravity. The proposed generalized bimetric theory (GBT) is a modified BDT based on the bimetric formulation of the general relativity (GR) theory, in which a dynamic variable and a background metric are present. The gravitational field equations and the energy-momentum tensor are developed, and parameters related to the post-Newtonian limit are determined for the GBT. Gravitational radiation is considered to examine the GBT and GR solutions for the PPN approximation and the speed and polarization of gravitons. In the presence of weak gravitational waves the theories coincide, but considerable differences are noted in the case of a strong field of gravitation.
