The paper discusses the capabilities of terrestrial neutrino observatories to observe neutrino signals and the feasibility of on-ground detection of neutrinos from Galactic space, the plans for observations of high-energy (HE) neutrinos (i.e., neutrinos at energies of 1 GeV to 1 TeV) from a lunar base designed for a construction in the 21st century, and the possibility of detecting HE neutrinos from solar flares. It is pointed out that, among the likely HE neutrino sources within or nearby the Galaxy, are young pulsars, compact binary systems, and the Galactic center. The prospect of detecting some of these with an expanded ground-based Dumand Observatory appears promising.
