The rationale for the efforts to discover, track, and characterize Near-Earth Objects (NEOs) are outlined. While great strides have taken place over the last few years with regard to NEO research, there still is a lack of large telescopes in the search process, a less than comprehensive effort to coordinate the search efforts, an under representation of search facilities outside the U.S., and efforts need to be increased to physically characterize the NEO population. Recommendations are provided to address these issues.
