The NASA Office of Space Science expects to solicit International Space Station (ISS) payloads as Missions of Opportunity in Explorer Program Announcements of Opportunity. This policy allows ISS investigations to compete on an equal basis with other missions requiring expendable launch vehicles, secondary-payload launches, etc. Each of three Explorer announcements are released approximately every two years, so there should be an opportunity to propose for ISS research at least once per year. On the other hand, these solicitations must be matched with the limited availability of ISS sites allocated for space science research, so some of them may not include ISS research opportunities. The ISS investigations are expected to have the traditional three-year maximum time limit for Explorer payload development, but some flexibility may be required to match the ISS site availability. .
