Radiation spectra resulting from multiple scattering of low-frequency photons by relativistic electrons are calculated for the case where the region containing the relativistic plasma is characterized by small optical thickness. The resulting quasi-power-law spectra of X-rays and gamma rays are found to be very similar to those observed in cosmic gamma-ray bursts. It is noted that the present calculations are especially of interest for various models of quasars and accreting black holes.
