As a result of polarization measurements of the moon's radio emission at 6 frequencies (from 1.38 to 31 cm) the dielectrical permittivity-wavelength dependence was refined. It is shown that diminishing of ɛ to shorter wavelengths is connected with density changes in the surface layer of 4 - 6 cm in depth. The obtained value of the mean surface density coincides with the Apollo 12 data to within 10%. A conclusion in made about nonvariability of dielectrical permittivity within temperature variations from 90 to 360K.
