We propose observations of Io's plasma torus and atmosphere as part of an intensive campaign centered on the Galileo spacecraft flyby's of Io. In October and November 1999, Galileo will fly within 500km of Io's surface, the last such close encounters for the forseeable future. Simultaneous observations by HST/STIS, EUVE and numerous groundbased telescopes will contribute to the most complete combination of remote and in situ measurements of the Io system ever attempted. Previous observations with the KNPO 2.1m have proven that it can play a critical role in this campaign, so our first objective is to (1) provide complementary measurements of neutral and ionized species not obtainable with other spacecraft or telescopes. The proposed observations are scientifically important even without the campaign, as we will also (2) perform a critical test of theories of torus energy supply, [a task undertaken at the 2.1m last year but largely weathered out], and (3) follow up on our surprising discovery of chlorine in those observations, a result with profound implications for Io's interior, volcanic processes, surface and atmosphere.
