Optical properties of metal-insulator composite materials are discussed with respect to the effect called `surface enhanced infrared absorption (SEIRA)'. After an introductory discussion of the electric interaction of polarizable particles the Bergman representation is discussed as the basis of effective medium theories. It is applied to describe experimental spectra and leads directly to the SEIRA effect. Finally we suggest what kind of systems should be prepared to obtain efficient absorption enhancement.
