The theory of the application of neutron-monitor data to the investigation of the long-period modulation of cosmic rays is outlined. It is shown how the modulation coefficient of cosmic rays in interplanetary space, and its time variation, can be determined by using the neutron component of cosmic rays, together with data from direct measurements of primary particles of various charge components.
