The method of elimination of the nonrelativistic Doppler effect, suggested in 1960 by Badessa et al. allows the possibility of eliminating the influence of the first derivative of electron content ∂N/∂t along the signal path. This gives in principal the possibility of measuring the second derivative of N and therefore of studying rapid small amplitude processes in the medium. Other possible reasons for the influence of the medium on the phase and frequency of signal stabilized with high accuracy (Δω/ω<~10-12) are investigated. For example, the frequency shift appears due to the motion of the ionized medium. That allows under favourable conditions the study of large cale sunbalanced electric fields in the ionosphere, magnetosphere and interplanetary space. sDied 7th November, 1971.
