Let G be a finite group. We give Quillen equivalent models for the category of G-spectra as categories of presheaves of nonequivariant spectra with explicitly described domain categories. Our preferred model is based on equivariant infinite loop space theory, but the proof that it is a model depends on equivariant Atiyah duality, which leads to another model. Our preferred model recasts equivariant stable homotopy theory in terms of elementary point-set level categories of G-spans and nonequivariant spectra.
