On-orbit fragmentation events in space, of which more than a hundred have occurred, have created trackable debris exceeding 7000 objects. Untrackable debris by far outnumber this count, constituting orders of magnitude more in number of un-monitored debris which calls for concerted effort to evolve appropriate and affordable strategies to minimize the impact of space debris on future space missions. The spatial density of debris is quite pronounced in the IRS altitude band of 800-1000 Km. This altitude band has a small orbit decay rate and hence the debris have protracted life time in these orbits. To assess the possible risk to active spacecraft in this band, a catalog for Low Earth Orbits (LEO), containing debris characteristics such as velocity, mass, size and their individual orbital information is required. However, the non-availability of such data even in the trackable regime readily engenders the necessity for mathematically modelling the trackable debris, characterizing the debris with its mass, size and orbital information. Such a model, which yields itself to extension to the untrackable region, has been developed here. It is shown how this model compares with experimental findings and how it is an improvement over the other existing models for space debris characterization.
