The effect of nonstationary and latitudinally inhomogeneous fluxes of 3-5-keV electrons on the formation of the sporadic E layer in the high-latitude ionosphere is investigated by the numerical solution of a spatially two-dimensional system of ionospheric-plasma transport equations, taking five kinds of ions into account. It is shown that fluxes of monoenergetic electrons with magnitudes of 10 to the 11th to 10 to the 12th/sq m s can form a layer of elevated electron density at a height of about 120 km. NO(+) ions are the main component of this sporadic E layer.
