The paper presents a solution to the 3D problem of modeling the dynamics of electron-density disturbances in the upper ionosphere produced by a source of local heating situated at a fixed height. It is shown that a stratified periodic plasma lattice can form under such conditions. The theoretical results are compared with experimental data on a complex frequency structure of backscattering signals due to signal reflection from the periodic plasma lattice, modeling the artificially disturbed region.
