A nonstationary model of the space-time distribution of the electron temperature at heights of 95 - 145 km is described; the model takes into account the processes of collisional energy release of the accelerating electron flux, Joule heating, heating resulting from the development of double-flow instability, and energy exchange of electrons with neutral molecules. The limits of applicability of the approximation of thermodynamic equilibrium are pointed out and the relative contributions of the various sources of heating are analyzed. A comparison is made of the calculations and the data obtained from the EISCAT incoherent scattering installation.
