We discuss the devlopment of a leading order QCD model to describe deep inelastic electron, muon and neutrino experiments at all values of Q2. We perform fits to current data at low Q2 to extract effective parton distribution functions and "emprical higher twist" corrections to parton distribution functions within QCD formalisms in various orders (LO, NLO and NNLO) QCD. We show that the extacted "emprical higher twist" terms in a NNLO analysis are very small. Since the origin of the "emprical higher twist" corrections in LO and NLO analyses is mostly the NNLO terms, it is expected that they would be the same in electron and neutrino scattering.
