An MFPS based on design principles aimed at minimizing heat removal and high system mass is described. These principles include optimization of the 'fuel-mix' for minimum waste heat, maximization of direct access to space for the waste heat, and operation of the major components as blackbody radiators. The MFPS is capable of taking astronauts to and from Mars in 90 days while maintaining a continuous mission-abort capability. Particular attention is given to an SEI time-relevant research and development program for the MFPS. It is concluded that the MFPS can provide a robust interplanetary transportation system and solution to the future energy needs.
