MILAGRO, a novel water-Cerenkov detector proposed for observing cosmic gamma rays over a broad energy range of 1-1000 TeV, is presented. The detector is to have an angular resolution better than 0.5 deg and an energy threshold near 1 TeV. The detector will make it possible to study previously observed sources at their known emission energies, extend these observations to a new energy regime, and search for new sources at unexplored energies. The detector features: a high-altitude location (2650 m), where for a given air shower the number of particles is greater than at sea level; observation of the entire overhead sky 24 hours a day; and modest cost (about $3 million). MILAGRO will enhance the results of detectors operating in both the VHE and UHE regime via a significant overlap in sensitivity at these energies.
