Experiments using microwave emission techniques for the investigation of the deep atmosphere of Saturn, the ring system, and the entire atmosphere of Titan and its surface are described. A microwave spectrometer and radiometer system is being designed for the Cassini mission. It would sound the atmosphere of Saturn in the 0.5 to 15 bar pressure range at wavelenghts of 2 and 13 cm. It would map Saturn's ring in thermal emission at wavelengths of 3 mm and 2 cm and measure the polarization of the scattered radiation at 2 cm. A system consisting of 1 or 2 receivers to sound the atmosphere of Titan from the cold trap to 500 km altitude to determine temperature, pressure of the atmosphere as a function of altitude, and mixing ratio profiles of certain species is discussed. Surface emission of Titan at 2 cm is considered.
