A difference coupling coefficient is obtained for relative intensity variations in the cosmic-ray rigidity spectrum at the top of the atmosphere. A variation equation for cosmic-ray intensity differences is given and then generalized to the case of cosmic-ray detection with oblique telescopes. An equation for studying cosmic-ray variations on the basis of ion formation in the ionosphere is presented along with an equation that relates relative variations in ion-formation rate, temperature changes, variations in geomagnetic cutoff rigidity, and cosmic-ray variations in space. A method is outlined for studying cosmic-ray variations on the basis of terrestrial radiocarbon abundance data. It is shown that the radiocarbon method is very sensitive to low particle rigidities (less than 14.9 GV).
