It is proposed to release the whole list of 210,000 stars proposed for HIPPARCOS so that meridian observers could obtain positions, especially of those non-HIPPARCOS stars which are too faint for observation with TYCHO. Only half of the proposed stars can be accomodated in the final observing list. The other half is, however, also a sample of stars for which it would be of great astrophysical and astrometric interest to obtain positions and proper motions.
