Modular Assembly in Low Earth Orbit (MALEO) is a new strategy for building an initial operational capability lunar habitation base, the main purpose of which is to initiate safely and to sustain early lunar base build-up. The architectural drivers for this strategy are the dust-free and less harsh radiation environment of Low Earth Orbit which permits safer manned extra vehicular activity (EVA), the maximum inheritability from space station Freedom technology, infrastructure and associated assembly experience and minimize the risky primary manned EVAs and associated vehicles and assembly equipment suggested in conventional strategies. Modular lunar base components are brought up to Low Earth Orbit by the Space Transportation System/Heavy Lift Launch Vehicle fleet and there assembled to form the complete lunar base. Modular propulsion systems are used to transport MALEO lunar base intact to the lunar surface. On touchdown, a substantial, safe and completely self-sustained MALEO lunar habitation base is operational. Modular, erectable, deployable, inflatable and indigenous architectures for lunar base evolution could be developed, site tested and certified for long-term human occupancy while the astronaut assembley crew live in the MALEO base. Advantages of the MALEO over conventional strategies are pointed out. It is concluded that using space station drived experience and technology, the MALEO strategy hold promise of a rapid lunar base development about the turn of the century. promise of a rapid lunar base development about the turn of the century.
