Nuclear data in the energy range 1-1000 MeV are useful in space, accelerator, biomedical, and other applications. Methods for producing reference data libraries for radiation transport calculations and sensitivity studies are described. Nuclear systematics and preequilibrium and evaporation theroy modeling are used to generate data. The methods are demonstrated in the preparation of incident neutron and proton sub-library data that have been approved for the ENDF/B-VI High Eenergy library for Fe-56 targets. Numerous comparisons between calculation and experiment are included.
