The galaxy luminosity function is a powerful probe of galaxy assembly and evolution. Recent measurements of the luminosity function evolution for the red galaxy population show significant disagreement, evidenced by differences in their measured number density and luminosity density at redshifts z 1. The existing data are not sufficient to determine whether this discrepancy arises from erroneous photometric redshifts or incompleteness corrections in the surveys. We propose to resolve this difference by tying together two discrepant surveys, the DEEP2 and NOAO Deep Wide-Field surveys, the largest spectroscopic and imaging surveys of z=1 galaxies, by imaging the DEEP2 Extended Groth Strip in the identical system (telescope+instrument+filters) used for the NDWFS. The resulting deep B_WRIz' photometric data set will be gt1 mag deeper than existing imaging in the field. It will provide a better estimate of the DEEP2 sample incompleteness, and improved calibration of the NDWFS photometric redshifts at z gt 1 using the eq 10^4 DEEP2 spectroscopic redshifts. The resulting well-calibrated photo-z's will enable reliable studies of galaxy evolution and clustering over the full 19sq° of NDWFS+EGS, and support a variety of studies resulting from the exquisite multiwavelength data (including the new deep Spitzer Legacy survey) in the field.
