Attention is given to the use of the optical transfer function in evaluating optical quality. The function is considered more effective than resolution tests and interferometric tests due to its quantitative and objective nature, coupled with the fact that it can readily be applied to both high-precision components and systems and to those of lower quality. The current methods for measuring transmittance and radiation scattering are considered so that comparably reliable objective techniques and procedures can be recommended for these parameters. It is found that, when measuring the veiling glare index to telescopic instruments, a glare field subtense of not less than 90 degrees is needed so that glare from outside the field of view is included in the measurement. It is also found that veiling glare index measurements can be made on components and on material samples as an alternative technique to using a haze meter.
