In order to the evaluate the quality of the sky for infrared astronomy, atmospheric moisture was measured using a spectral hygrometer, which is described. The amount of condensable water at night can be inferred from the day value and meteorological data. The extinction coefficient was measured by observing standard stars at different zeniths and comparing the observed magnitude difference with the intrinsic difference. Tables of atmospheric moisture and extinction coefficients from 1980 to 1983 are included.
