High-resolution observations of starburst galaxies, especially dwarfs, have found that the infrared and thermal radio emissions are usually dominated by compact sources containing massive, obscured, and very young star clusters. These clusters are the natural extension into extreme environments of what is seen in Galactic star formation, and the difficulties in finding age, mass function and mass cutoffs are even worse than in the Galaxy. I suggest that only low-metallicity objects can at present be analysed reliably.
