To complement our photometric and star count survey of the Hercules Thick Disk Cloud reported in the accompanying poster by Larsen et al., we have also obtained spectra for radial velocities, spectral classifications, and metallicities. Spectra have been observed for 20 new fields in the star count survey with two multi-object spectrographs: Hectospec on the MMT and Hydra on the Blanco 4-meter. When combined with the earlier data from Parker et al. 2004, we have spectra for over 4000 stars with magnitudes from 15 to 19, allowing us to investigate the motions of the stellar population from 1 to 4 kpc along these lines of sight. We confirm the kinematic asymmetry and rotational lag for the Thick Disk in quadrant I compared with those in quadrant IV of the Galaxy, first reported by Parker et al. 2004. We discuss the dependence on distance and direction both between the two quadrants and with respect to the Galactic plane.
