The stability is analyzed of a circularly polarized plane electromagnetic wave which propagates along a static magnetic field in a cold plasma. The analysis uses a cold-plasma model described by an equation of motion, a continuity equation, and Maxwell's equations; the ions are assumed to be a stationary background-charge distribution. The steady-state solution is obtained, and a dispersion relation is derived which describes the evolution of small perturbations to the propagating wave for various wave numbers. The results are discussed in relation to the Crab nebula and indicate that the presence of a static magnetic field in that nebula may seriously impede the randomization of the ordered LF electromagnetic radiation from the pulsar.
