We propose an important legacy project for the Mopra telescope: a CO survey of the two nearest star-forming galaxies, the Magellanic Clouds (MCs). Such a survey is now possible due to the lower-resolution NANTEN surveys of the MCs, and significant improvements to the observing efficiency of Mopra. This project, which will build on the efforts of several existing programs (MX002, M172, M186, M226) requires 1000 hours to complete, which we request to be split over the next two winter semesters. The objectives are to map all NANTEN-detected clouds in the LMC above a flux limit suitable for Mopra OTF mapping, and to obtain better sensitivity for selected regions in the SMC. The improvement in angular resolution over the NANTEN surveys has already yielded important insights into the structure and evolution of molecular clouds. In the SMC, we find evidence for a population of much smaller molecular clouds than previously apparent. In the LMC, we find a strong but non-linear correlation between CO luminosity and virial mass, in the sense that massive GMCs show a deficit of CO emission.
