The relatively nearby galaxy M82 has been regarded as the seat of a spectacular explosion akin to those associated with such objects as M87 and NGC 1275. The present article challenges this idea as being more a product of the times than of the evidence. Radio, IR, optical, and X-ray data concerning the central region, the main body of the galaxy, and faint 'filamentary' structures outside the main disk are reviewed to show that there is no basis for an explosion hypothesis. A model is proposed whereby M82 is immersed in and drifting through an immense thin intergalactic dust cloud associated with the M81 group. The scale and mean free path of the scattering medium well outside the galactic disk are estimated, the halo intensity distribution is determined, and the Doppler field expected from the galaxy's motion through a large uniform scattering medium is computed numerically. A possible history of M82 is outlined, and some observational tests of the proposed model are suggested.
