The possibility of waves and oscillations in the lunar photoelectric layer (PEL) is investigated. The steady-state PEL is reviewed, and by neglecting any intrinsic lunar magnetic field, the possible wave modes are reduced to four: the two electromagnetic modes, positive-ion waves, and plasma waves. It is shown that there are no propagating waves in the PEL other than electromagnetic, but flight-time oscillations exist and may be strongly Landau-damped. In these oscillations, the height of the PEL fluctuates as does the electric field. It is suggested that flight-time oscillations appear to be analogous to the height oscillations of the vertical jet of a water fountain in a city park and may be plasma oscillations continually driven by the flux of upwelling photoelectrons. A possible laboratory investigation of these oscillations is considered, and the flight-time oscillation frequency is determined for the surfaces of the moon and Mercury.
