The objectives of fundamental astrometry are: (1) to construct and maintain catalogs of positions and proper motions of stars in order to render the conventional reference frame generally accessible to observation, and (2) to measure the departure of the conventional reference frame from a truly inertial system. The paper reviews the traditional method of setting up a fundamental reference frame and determining precession, and investigates the possibility of using lunar laser ranging measurements to determine the rotation of the lunar orbit
