The installation of a Lunar infrastructure is the precondition for an utilization of the moon for the benefit of humankind. A typical Lunar development scenario is given which begins with initial, unmanned infrastructure elements and leads to a complex, manned surface infrastructure. The possible role of Europe within the scenario is discussed. Lunar telescopes are elements which may become of primary European interest. Based on the user requirements and the availability of transportation systems as well as necessary technologies, a small lunar telescope for radiointerferometry has been selected as a reference for an early European lunar infrastructure element. This telescope could provide a starting point for lunar development supporting the scientific rationale while commercial oriented activities will also profit from the technologies to be developed for scientific needs.
