The hypothesis that radio quasars are F-R II radio galaxies dominated by beamed emission from a relativistic jet is investigated. Predicted and observed luminosity functions are compared in order to test the model and constrain the few free parameters. The evolution of flat-spectrum radio quasars (FSRQs), steep-spectrum radio quasars (SSRQs), and F-R II radio galaxies was estimated. Their local luminosity functions, which are well represented by double power laws, were derived. Superluminal data for FSRQs suggest a distribution of Lorentz factors in the range of about 5 to 40. On the basis of the same intrinsic distribution of Lorentz factors, the predicted luminosity function for SSRQs agrees well with the observed one. The tenability of the hypothesis connecting radio galaxies and quasars is demonstrated, providing that Lorentz factors of order 10 and jet luminosities of order 1 percent of the unbeamed luminosity are reasonable.
